This comes from tearing (I know, sounds raw right?) the connecting tissue at the underside of the slit in the head of the penis. I know because I have done it myself. It can happen from overly vigorous masturbation or sex. I am uncirumcised, when I pull back the skin, fully revealing the head there is a small, raised red line connecting to the point of the tear, I *think* it is simply a piece of connecting tissue. The line is not straight and has not changed in the 4-5 years since I tore it. It makes you pee at a slight angle which is pretty funny. I have noticed no negative effects, pain or the like at all. It is totally natural and remember it being mentioned in a sexual health program late at night. It's safe and is unlikely to get infected if kept clean until healing. Hope this helps. I also have the small, hard white lumps, about the size of a ball point pen tip. Glad to hear they are oil glands, it makes sense because I have (slightly painfully) squeezed out out of the flesh. It was hard to the touch, I could not crush it between my finger nails, and had the texture of gristle. The wounds are in the process of healing and I am interested to see whether they completely disapear or they return. I have small white head bump under tip of penis where foreskin attaches, (uncut yes)
I have been diagnosed with genital herpes but I think this is white head bump is apart and different from that, anyway, it's driving me crazy not knowing the difference etc, going to a specialsit soon but appreciate any help out

You should go see you're doctor or go to a healthcare clinic where they offer full std testing. It sounds like symptoms of an HPV strain that causes genital warts, but men typically don't show symptoms if infected with HPV; although they can. If that is what you have, there is no test available for men to diagnose them with HPV. So, if you're other STD tests come out clean then that's what it is most likely. There are treatment options available to get rid of the warts that you may discuss witth your healthcare provider. Hope this helps(:

Those little bumps are actually normal (they're called PPP and most uncircumcised men have them). You can actually get them removed through Co2 laser surgery for PPP removal at most cosmetic dermatological surgery centers (like in San Diego). The procedure costs somewhere in between 1500 - 3000 dlls. and it takes about 30mins to do, it's painless and you need no anesthesia + it takes about 2 weeks to fully heal. (but you can start using your schlong after 2 days). I had them for 30 years and just got them removed for cosmetic reasons.
