you should go to a doctor. While it is true that some people hit puberty later, if you haven't at 16 there could be something wrong. Like your hormones are out of whack and you're not producing enough testosterone

You have to understand that puberty is the period where you will notice the most changes in your life and the fact that you are in your sixteen you already noticed some. Now the testacies don’t have to grow first, I don’t know who told you this. I m not sure if there is any kind of rule in puberty because changes are noticed in all aspects. You will notice the change in your voice, the body hair will start growing excessively and you will most likely have bigger muscle mass. So my advice would be not to worry about this too much because all will be good in time. You just have to be patient with puberty.

I have hair around my balls but they have not grown, my throat is growing in the middle, adam's apple. BUT NO ARM PIT HAIR, WTF I'm like 5'2 5'3. My voice is changing. And I've looked at the other posts like can weed reduce how much your stuff grows. But I have no significant answers and all I can say for you is don't let people mess with you about, f them not everyone is a late bloomer.
