Okay so I'm 13 (Virgin obviously) and i just came home and noticed that the back of my penis on the shaft hurt. There is a long vain that is visible on the back. It stretches all the way from the top of the shaft to the bottom. The vain is red and causes pain. Also towards the bottom on each side of the vain there are around 6-8 small vertical tears (around 12-16 total). I don't masturbate often, only around 2-3 times a week. I'm just confused if anyone can help me that'd be great.

I don't think you're seeing a vein. I think it is the perineal raphe. It's kind of a seam in the body. It's normal.
The tears may be related to masturbation, we can't be sure. You'd need an exam to determine.
Give it a few days and see what happens.
