I smoke weed and ciggarettes and I cough up this black mucus too, and when I blow my nose it shows up then too. It's not all the time, mainly just when I'm sick and have a bunch of mucus build up. But I have only been smoking for about 2 years. I really do think it's tar. But i haven't been smoking long...and i don't smoke a whole lot like most
