Yes it is possible you could get pregnant. Pre-cum can contain sperm, especially if he had not urination since his last ejaculation. But it would depend on the date of ovulation relative to your encounter.

Yes it is probably decreased. Medical opinion is divided on whether or when sperm is present in pre-cum.
After an ejaculation, some semen is left in the urethra, and so pre-cum can be mixed with that latent ejaculate. When he urinated, that latent ejaculation would have been flushed out.
Some research was carried out in the UK (reported in Men's Health last year) which consistently found semen in many samples, indicating that some men may, and some men may not, have sperm in their pre-cum.
The 'morning-after pill' is usually effective for up to 72 hours after, but more effective the earlier it is taken.
The way EC usually works is: If taken before ovulation, it prevents ovulation; if is taken before fertilisation, it prevents fettilisation; if after fertilisation, it prevents implantation.
If you take EC, your next period may come at a different time from expected.
However, you must consult your pharmacist or doctor first, and make sure you read and comply with the labeling.
