Well, I got to say that I'm quite worried. I'm a 19yo female and I've had sex after an hour or so after my boyfriend had masturbated and thus ejaculated. He did wash and clean himself (just a lot of soap and water), though. Before penetration, I could notice the pre-cum but we still had un-protected sex for a couple of minutes or so, after which he put on a condom in which he ejaculated.
What are the risks ? I read around here that there are small chances of a girl getting pregnant from precum but what about sex after masturbation?
Please tell me what to do or at least advise me on this matter as soon as possible ! Thank you,

It's possible you could get pregnant, but impossible to say how likely. I would take a pregnancy test if you miss your period, and make sure to use protection the entire time next time.
