Yes you can get pregnant even if he pulls out.
If he has recently ejaculated then just inserting his penis can squeeze any semen (not precum) into your vagina.
Precum is considered not to contain sperm if he has not recently ejaculated (since he last urinated).
There's always a chance however.

It only takes ONE sperm to make a pregnancy. Precum can contain sperm (cum & precum arrive inside you down the same tube).
