He may be putting them on wrong, there should be about an inch of material left over at the head of his penis, this is to catch the semen. Make sure they are not out dated, don't open the package with your teeth, roll them on, not pull them on, don't keep a condom in your wallet as they will thin out.
You need to get yourself some birth control. You are wasting a ton of money buying the after pill when you could be paying for a script every month.
