After suffering from this painful itching for the last 17 years I've finally worked out a way to deal with it. As already pointed out by many people that once you start sweating, the itching goes away. So what I do is do some strenuous workout like running in the morning and try to break a sweat. Off course it's not easy to sweat in winters but what I do is wear 3-4 layers of clothes and start doing sprints. The first minutes are extremely painful as it takes that much time before the body starts sweating. but then the body cools down and itching goes away for the whole day. Hope this helps.

I have the same issue for last 18 years.
went to couple of dermatologists, one dermatologist recommended allergy medicine Zyretc.
it worked for few days, then after some days I started feeling itchy again.
Then by unknowingly I started taking D Vitamin supplements, which helped relieving the itchiness.
so try these things:
1. check if you are D vitamin deficient, then take enough D vitamin supplements, even if you are not deficient see
if taking supplements help.
2. in US there is Nivea moisturize called 'in shower body lotion' for dry to extra dry skin apply regularly.
3. Try go out more in the summer and spend out doors, so that the body gets enough D vitamin in the summers.

When the skin dries out in winter, dead skin cells may be blocking the pores and causing the prickly itching sensation until the sweat forces its way through and unblocks them. Exfoliating with a back brush, loofah, or exfoliating mitts in the shower may help, along with moisturizing with a non-pore-blocking (“non-comodogenic”) moisturizer. Just a thought.

I am suffering from this issue for 18 years, simply I got the solution for that problem which irritates me every winter over my whole life
1.Drink 3 liters of water minimum per day (most effective one, you have to drink even u don't feel thirsty)
2.Cold showers
3. Keep your skin moisture with lotions and cream as much as possible.
Trust me you will feel the difference within one week.

UPDATE: I have an update about this issue.
I happen to visit India for a month in May of this year (earlier I was living in US) my itching was completely GONE when I was in India. when I observed keenly about my issue, looks like the sweating of the body suppresses the itching, I was sweating a lot in India. In India, the month of May is very hot and humid, you sweat a lot because of that (but in US since you don't sweat that much, it was very itchy in the winter as well as in the summer also).
so I would recommend try to do some activity through out the year, which can induce the sweating in the body.
