If there are virile sperm between there and the exit of the urethra, it is remotely possible for one of them to succeed. As a practical matter, it would have to be one tough little tadpole to make it to its goal without the help of semen and other sperm. I have been in relationships with women where I had intercourse skin to skin, only donning a condom before I ejaculated. I've never fertilized in spite of the outside chance. We weren't stupid though. If I was having seconds or thirds, I always wore a condom because I knew that after the first there were live potent sperm swimming around in my plumbing. Getting back to your question, I suppose I could say that I first noticed precum when I awoke with wet underwear and spotted sheets after a wet dream when I started puberty. But the above is when I became aware of it as a separate preliminary secretion. Since puberty in boys is a gradual thing, it's hard to nail down a specific age, and it depends on the boy. For me it was 12-14 years old. By 14 I'd grown balls. I didn't masturbate to ejaculation until I was 16, while cleaning my penis. Quite a pleasant surprise. If I were that boy now, I'd ask - what else have they been keeping from me?

I don't think all men have pre-cum, all I know is I am unable to ejaculate yet, but I get pre-cum.

I'm another to weigh in to say I've never had pre-cum so its not fair to say all men have it.

You're 16...sorry bud but you're no where near old enough to be giving out sex or penis advice yet. You can't even spell masturbate. Guess you haven't figured out yet that a quite significant portion (maybe even a majority) of guys masturbate on average "nearly every other day" from as soon as they learn how, until at least their early 30s. Depending of course on relationship status and/or ability to get laid. So you're no marathon masturbator. In retrospect, if you're 16 and not rubbing one out everyday, then you're actually doing it less than most guys your age.
Just pointing out that your jerk off habits definitely have nothing to do with your or his lack of pre-cum. It's just one of those things you either do or don't.
I was a pretty heavy masturbator in my teenage years, and always had a ton of pre-cum. So I'd say your reasoning is pretty off, least of all because you seem to think a once every 3 days average jerk off session is somehow a lot.

If you only masturbate and haven't had sex yet you might not have gotten yourself going enough to get any yet. Lots of foreplay and what not tends to give more pre-cum.
