Could be a yeast infection or balanitis - have a doc check it out to be sure which. Yeast infection requires treatment with an antifungal cream like monistat. Balanitis can be cleared up by washing well underneath the foreskin. Use a penis health cream with vitamin A; it has antibacterial properties and can help reduce the risk of inflammation/infections.
