I am 16 and when i was younger i had an operation because i had "idiopathic scrotal oedema". This is the swelling of the testees and anus etc. Now that i am 16 i notice i have a rather large scar up my penis in what seems to be going to a flap of skin around the back of my penis and seems to "tuck in" near the head. The skin is very tight around it though and it seems to be even tighter when eracted barely getting it around the head of my penis. Any help would be very helpful,

I would suggest asking your doctor about it. I don't think it is a problem unless its causing you discomfort but I'm not a doctor.
