Does it connect from the bottom of the urethra where you pee from to the underside of your foreskin? When you pull your foreskin back are you able to get it right back behind the glands?

No its like on the edge of the tip but connected to side of my foreskin.

And now my penis is red cause ive touched it do much trying to manually get the smegma out. That one thing is the only part stopping me from retracting to glands.

That isn't your frenulum then, it sounds just like your foreskin hasn't fully detached from the glands yet, there are a few ways you can try to get the smegma out, first. If you have an old eye dropper or syringe give that a good clean out then fill it with warm water put the end in your foreskin and seal round it with your fingers keeping the end of your foreskin sealed gently massage the head through your foreskin then after a while let the water out and rinse it out the same way. Two. When you take a pee pinch the foreskin shut so as you pee the foreskin balloons out and hold it like that a while and repeat several times an that will help loosen the smegma and also help stretch the foreskin and release it from the head.

You can also try the ballooning method to stretch the foreskin and get it to separate using the eye dropper/syringe method by just pumping more and more clean water in, you will also find that It's not something that will work after the first time of doing it will take a while to try.
You can also try pulling your foreskin back to where it's attached and keeping it there with slight pressure but not enough to cause pain that will help too.

Im 13 and i had the same problem but after a month i pulled my foreskin down again and it dissapeared. It may just be me but i think it will eventually just dissapear.

The more you try pulling your foreskin back and putting a little pressure on where it's attached the more likely it is to come away, try doing it when you take a bath once it's had time to soak as that helps to soften the skin.

That's simple if it's what I'm thinking of. If it looks like a sort of "string" going from your urethra (peehole) to your foreskin then that completely normal and I'm pretty sure everyone has one. It's fine. If it hurts after trying to treat it using any methods listed here, you may want to ask a doctor if ut's possibly too short.
