Although i find this embarrassing even to type about i think i ought to do so, i actually cannot pull the foreskin back over the head of the penis, it just will not stretch enough to do so, if i try and pull beyond the point it seems to go it hurts so i stop, could this be that i have a short Frenulum, or just that my foreskin cannot physically stretch enough to fit over? I also seem to have quite a small penis in relation to what i hear, expect someone of my age should have, I'm 17 and hear that the average penis size for men is 5 and 1/2 inches when erect, however i only reach 4 and 1/2 and and at about 3 when not erect, i have seen quite a few posts about this second issue from 14 and 15 year old's but at 17 i really feel I'm running out of "developing time", however i do seem to be lacking in other puberty related things such as i have no chest hair, no hair leading up to the belly button, i have hair above my penis, but not visible hair when topless leading up to the belly button as many men seem to have, am i still developing or is my penis size down to, plainly being unlucky?

I forgot to mention i have no problems urinating or masturbating, i do not feel pain in any way i shouldn't.

It won't stretch over the head of the penis if this is all the time every day try stretching the skin around the head of the penis eventually it will stretched to be able to pull back easily
