Actually, those are not pearly penile papules; from what I can see in the picture, they are nothing more than pimples or overactive sebaceous glands (the glands found in the pores of the skin that produce an oil called sebum). If you are worried about them, you should see a doctor for a professional diagnosis. In the meantime, it is best not to squeeze or pick at the spots, because this could lead to scarring and/or infection.
