You just have not reached the point where you are able to ejaculate and for your age that is very common. As you continue to grow and develop that will change how long it will take is hard to predict as everyone grows and develops at different rates and times.
If and when you started puberty and how far into it you are will influence when it happens but dry orgasms at your age are perfectly normal and nothing to worry about.
