Your question reflects a knee-jerk judgment of sexual behavior and development that is not born out by actual fact. Infants have been observed masturbating by squeezing their legs together in a way that massages their genitals, so the sensory nerves that handle masturbatory sensations seem to be present at birth. Everyone's bodies and sexual / sensual awareness develops at the pace that is right for them. So, why NOT 11 years old? That actually appears to be a little late for the majority of human-kind. Indeed, the age of human sexual maturation has been slowly moving earlier and earlier over time. No one age is right or wrong to begin masturbating, even orgasming to ejaculation.

Semen and sperm are two different things. CUM (ejaculate) is a combination of those two things. The semen you are producing is a clear liquid that acts as both a lubricant, and a carrier for the sperm cells created in your testicles. As your body begins to ramp up towards ejaculation, it is normal for it to put out an amount of semen (in this case, called "precum") to lubricate the system for the prime event. BTW, it is possible to ejaculate a load of clear precum purely from sexual excitement alone without any manual stimulation, and without the full compliment of sperm included. (Just think: how many times has someone had a "wet dream" at night, or wet their underpants while viewing or thinking of something sexual? That's often just semen or precum. Absolutely fine and natural, so don't worry!)

Hey guys, let's get one thing clear ... the length of your penis has absolutely NOTHING to do with how much cum you produce, or the quality, or thickness or anything else. There are as many combinations of penile size and cum quality / quantity as there are males trying to do it! Your age has only a little to do with it since everyone's individual genetic makeup determines when THEIR body begins to produce reproductive fluids, etc. My question would be whether you are actually achieving orgasm to completion; that is, to ejaculation. If you push through the most intense feelings and your body shudders and spasms, then you have likely had an ORGASM, but you still may not actually ejaculate. (By the way, it IS possible to ejaculate WITHOUT having an orgasm, just to confuse things.) Everyone matures differently within some general guidelines, of course. Keep trying, maybe with someone else "helping" you. You should be pleasantly surprised one day!
