I had ingunial hernia surgery 3 days ago and I haven't had a bowel movement .

My diet has consisted of plenty of fluids fiber fruits and vegetables is this normal? Or is there something I could do?

Same here. I bet that you were presribed Percoset (oxycodone/acetaminophen) for the pain following surgery, as I was. There are 2 main reasons, that I know of, that constipation follows hernia surgery. One is that any time your abdomen is surgically messed with, things tend to shut down for awhile due to the trauma and the anesthesia. The surgeon warned me about this. It's to be expected. Second is the pain medications. Most of them, especially Percoset, can cause constipation. 

I found that most of my discomfort following the surgery was due to the bloating caused by having no bowel movements the first few days compounded by the fact that I had been eating ravenously. So, third day in I switched from Percoset to Ibuprofen .The results were almost immediate. I had a bowel movement later the same day and now on the fifth day, I'm perfectly regular again. Granted, the surgery pain is a little worse after stopping percoset, but I find it more tolerable than not pooping.
