I have tight frenulum and unable to retract fully when erect. I am virgin and about to get married in a month.
Suggest me what should I do, should I go for a Circumcision or is there any other option.

If it is just the frenulum you don't need a circumcision. There is a procedure called a frenulectomy which can make it longer.
See your urologist for an evaluation.

How safe is that?
It may TEAR during intercourse.
It happens, a lot. You'll have some pain and bleeding but it's not dangerous. Just know it can happen. Maybe it won't.
Mine tore several times shortly after I was married. When it stopped tearing it was completely gone, just as if it was never there.
