There is nothing you need to do for your penis being smaller before you start puberty is normal.
Once you start puberty things will gradually change.

Hey buddy Unfortunatly there isn't anything you can do to speed up your growth or increase your penis size. We just have to be patient and let our bodies developed..... How big is your penis?

I am 13 and I havnt hit puberty. Every girl in my year has and quite a few boys but i can't stand the thought of hitting it as late as my brother cuss he is nearly 15 and he hasn't I want to see a doctor but my mum won't let me cuss she wants it to happen naturally I get really intimidated when I see boys with a lot of armpit hair a aspecially cuss I get bullied for not having any please help me gut through this stage of my life

Everything happens at different times and with no change in your testicles or penis size it is probably just you have not reached the point in puberty when your penis starts to grow.
It sounds like for 13 you are developing just as you should be and as people come in all sizes the same is true about the penis.
You are no where near being done growing so it will grow how long it takes and what the end result will be is hard to predict.
