There is more than enough research to show the why's of this question via a quick search on SP and PPP. It amazes me to read that tea tree did not work for this individual... may be a case of not understanding what is actually happening with the skin and the sebaceous glands. The very most important thing to remember that the puss like white stuff is a type of body generate oil/fat called sebum. Your not attacking an infection, at least not directly. The properties of tea tree (melaleuca artenifolia) that will most help out have been clinically proven to be effective for other genital conditions in humans that relate to the formation of SP and PPP: "Gynecological conditions, including vaginal infections like trichomonal vaginitis, have been successfully treated with tea tree oil. Anaerobic (bacterial) vaginosis is usually treated with oral nitroimidazoles like metronidazole, but these drugs may cause toxic side effects, and long-term recurrence is very high. Topical treatment with tea tree oil may be more effective because the abnormal bacterial flora is replaced by normal lactobacillus."So we end up with the fact that this person either has a condition other than SP or PPP, or has not followed (or been given) correct instruction on applying this AMAZING remedy for SP and PPP.
What is the correct in applying tea tree? Soak the penis (or affected area) with as warm a wet towel compress as you can stand for 15-20 minutes 3 times a day. Have prepared a solution: 8-10 drops tea tree essential oil to 4 ounces witchazel (very strong solution) in a spray bottle. Once you soak, spray the area with this solution.
[8-10 drops to 8 oz. can be considered an aggressive treatement].
Keep your stuff clean, lay off the jacking, and DO NOT cut, scrape, or pop your willy - who knows what's going to go in the hole you're leaving behind. If this is does not show very significant improvement on PPP and significant improvement to SP within 1 week, see a dermatologist or your medical doctor. It may be aliens.
