Depending on if or when you started puberty it could be you just have not reached the point in puberty that you can ejaculate yet.
Hopefully all you need is a little more time to grow and develop.

If I urinate after doing it it's sticky.

This is because you still have left over semen in your urethra which gets flushed out when you urinate

If your still not able to ejaculate the sticky stuff when you pee could be pre cum.
Pre cum just comes out and there is not much of it.
If you were ejaculating it is forced out when you orgasm and you would feel strong pluses.
So if your still having dry orgasms it's just pre cum that is in your urethra and it gets flushed out when you pee.

so it's normal for precum to not be ejaculated at orgasm?
I'm 15 btw and sometimes some does come out and other times it's dry.

Yeah sounds about right, if I have a dry orgasm and pee afterwards the pee is cloudy and sticky.

Yes pre cum is a natural lubricant so if you have a dry orgasm it can remain in your urethra.
It just oozes out when you ejaculate the semen is forced out.
When it does come out is it forced out or is it just a bit that comes out on it's own.
It can be dry as you continue to grow and develop that will change and you will ejaculate more often.

Precum is produced completely separately than semen … it is produced by 2 small glands at the base/root of the penis called Cowper’s glands semen is produced by glands father back known as the prostate, seminal vesicles and a small fraction from the testicles. Precum does not really come out with ejaculation because there is such a small amount and it is not stored up in a balloon like space to be squirted or pushed out all at once like semen is during ejaculation

It's hard to say when you will ejaculate but if your not already it could happen soon.

Well you can ejaculate already if you have had a wet dream.
If you mean woke up with sticky stuff in your underwear or pj's and not pee the bed then for sure you can ejaculate.
You might just need a bit more time for it to happen more often when you masturbate.
