Infecting yourself with herpes and small spots on the penis, possibly fordyce's spots or sebaceous.

I'm 17 and still a virgin.
So I'm pretty sure it cannot be an STD.
But, what I am afraid of is if I can give myself herpes if I have a cold sore on my lip and I accidentally infect myself by masturbating with my hands after touching the cold sore.

But, I Don't think this is the case with my penis.

I have these many flesh colored bumps on my penis. Pubic hair seems to be growing out of them too. Like as if the pubic hair poked right out of the skin and made a bump.
I have them all over my scrotum as well. (Hair is growing out of them.)
It may just be fordyce's spots or sebaceous glands, I've seen many pics.

They don't itch or anything.
But, before that, before I realized I had any of these smalls bumps.
Possibly because all of my hair was covering the bumps, but I'm not sure.
I had an infected bump, it was red and got big and then disappeared and seemed to have drained.

I don't seem to have any spots out of the usual.

Is it possible that it could've started from that and turned into fordyce's spots?

The spots aren't noticeable when the penis is deflated.
But, If I stretch it into the light they kind of reflect and are much more noticeable.

They aren't large, very small.
