Spots on my penis

Hi I'm 14 years old and I am a virgin. I have not fully gone through puerberty because my voice is still quite high. But I do have pubic hair and some armpit hair starting to show. The main problem is that Since probably about when I was 12 going on 13 I got these skin coloured dots or bumps on my penis shaft and around the base where my scrotum is, also I have them on my scrotum or ball sacks where most of my pubic hair is. Some of the dots or bumps are coming out of the hair but not all of them. 1 other thing, I am not curcomsized. So when i put the skin back to show the head of my penis what I See is that my head is a purpley colour and red and imflamed around the slit. I I havn't masterbated in about 4 months because I am scared they are from over masterbating and it will just make it worse. Under the head of the penis where the skin folds there is sometimes little white ball shaped objects under the skin that I can see, sometimes showing. I'm quite embarrsed to tell my parents or to go to a doctor. I wanted to try out a site first. I'm really scared and I really want them to go away. I've seen stories about forydce spots but I'm not sure if thats what I have. Please help me!!
