Hello, I have just turned 14 and still have no hit puberty. I have come to a realisation about a week ago that i am suppose to be able to pull back my foreskin till my head is fully exposed and since then have further improved it but still havent gotten it fully down. Today I have reached a new record in how far I can pull it back to discover something weird. It seems as if my inner foreskin is attached or stuck to my head. I dont know if i'm gonna need surgery or need to see a doctor so I'd like an opinion on it.
