sex is theoretically possible for anyone attaining puberty.
however, there's a legal angle to it. if you and your girlfriend are, say, around 15 or 16, then you could mutually agree to not raise issues after you have consensual sex.

It is normal before 18. I started having it grade school. 4th or 5th grade. I had earlier than some because I was already wearing a bra and the first in my class to because I was an early breast developer at age 9 in 4th grade.
