It's normal, for now anyways.
As you get older your foreskin should be able to retract fully so that the head (glans) is exposed during sex. This is NORMAL until around age 16 or so.
You can start helping the process by stretching. Get an erection and pull down on the shaft skin so that the glans spreads the opening OR use your fingers. It helps to do it in the shower, the warm water softens the skin. The more you do it the sooner you'll notice results. Normal erections and masturbation will also help.
