It depends on may things, their apearance, the moment they occured, how long they have been present, etc
Have you been engaged in any unprotected sexual acts, or even had skin to skin contact in this area recently? Many std's can't be prevented by wearing a condom as they are spread in skin to skin contact and you can't protect your tighs.
Now, this could also be a rash, some kind of irritaion, an allergy or ingrown hairs. In order to make a difference, you better see a dermatologist.
