Hello, I'm a 27 year old male and I have noticed a painless, firm, non-motile mass on the base of my penis, inside the scrotum. There is only one and it is slightly to the right of midline. Although I'm not positive, it seems to have gotten slightly larger since I noticed it a few months ago. It currently feels like it is 5mm in diameter and can be 'flicked' (it's sticking up a little like there's a stalk). Feels almost cartilaginous. Due to the location, it's hard to tell, but I would describe it as firm and not soft, and not reducible. There is no pain or sensation when I touch it. No skin changes, not attached to skin or testes. No past history of medical conditions other than occasional hemorrhoids.

See a urologist for an exam.  This is what they specialize in.

Without an exam we can only guess.  That you feel this mass increasing in size is cause for concern.

You don't indicate whether or not it appears on your testicles but you are in the age range where that would be a concern.  Testicular cancer is often painless.
