Sometimes girls can get a yeast infection in the vagina that can make it itch. It gets more likely as you go into puberty so it's quite common in girls your age, even if you haven't started your period yet.
You probably need some cream to settle it down but the doctor needs to have a look to make sure you get the right treatment. Tell your mom about the problem and she can make an appointment at the doctors.
