hey you are probably just a late bloomer but below are some questions to help rule out a rare condition....
first off when did you start puberty? has your voice dropped?
first off. how much pubic hair do you have? (how far up/down and across does it spread?)
are you muscular or do you generally lack muscles (thinner arms and legs)?
is your chest (breasts) enlarged/puffy/developed at all (a condition known as gynomastica)
how tall are you (are you taller than other males in your family?
do your arms and legs seem particularly large for your height?
how big are your testicles, do they seem still child size. when you measure them do one testicle at a time and go lengthwise and across. (length and width) does this make sense?
Finally, have you or do you have delayed or slowly developing speech skill.

Puberty is highly variable so what you are describing is not alarming. i have a friend who shaved since he was in 6th grade and my roomates brother is a freshman and he shaves he could probab;y grow a beard if he wanted to. me on the other hand my voice didnt change until half way though my freshman year and i didnt get any underarm hair until i was a junior in highschool... now im 21 and everything normalized. i know a kid who is a junior in high school and he is just starting puberty. his voice is just starting to change and he is starting to "look" a bit older. so i dont think anything is the matter with you in that sense.
