I have recently began to see multiple redish circles, about 1cm to 2 cm in diamter, forming around my upper crotch, and above my penis (around pubic area). They act dry and flaky when I scratch them. There are multiple of them, around 12. Slowly more are appearing. I wash normally, so it's not a dirty issue. They are also a little more sensitive areas.

I regret to inform you that you might have a well known STD as gonorrhea (I think that's how you spell it. You need to consult a doctor RIGHT AWAY. As if I am correct there is a treatment as it is in still stage 1.
