It is possible that the skin bridge may resolve on it's own, most do. But, you could check with a urologist, especially if it is causing any discomfort. This is what they specialize in.
On the saggy testicles, welcome to adulthood. As you get older your testicles will tend to hang lower from your body - it's how they stay cool. Sperm needs to be just under your normal body temperature and your scrotum rises/falls to maintain that temp. During sex, especially just before orgasm, they should rise up.
