I noticed I had these small bumps on the underside of the head of my penis (right where the head curves down then back up to the tip), and I was wondering if this is normal. I do not believe this is an STD, unless it is passed from mother to child. The bumps are hard, but still organic feeling, they go almost half way around the head of the penis, located on the side from my point of view (not the side facing the ground when erect). They are visible when flaccid, but are more visible when erect.
Once again, I would like to know if this is normal, and if not what could this be? STD? Bacterial infection?

Also, these small bumps are whitish/pinkish in color. They do not hurt and are not irritating at any time.

I seem to have those too. Since I recently shaved they seem more apparent. Hair is also growing out of them so it should be normal.
