I am 18 years old, and have been having these strange, painless bumbs, sores on my penis shaft and have absolutely no idea what it is. I can't completely remember the first time i noticed it, but it was most likely earlier this year. It started with a strange, maybe 1/2 - 1cm wide, red thing that developed ony my shaft. it was almost completely flat and a mild red, completely painless and i would never have known it was there if I hadn't seen it. eventually after a few days the skin peeled off when i rubbed it, and the the skin underneath burned slightly to the touch, similar to what you would expect from a blister, only dry and far less painful. after 2-4 weeks it was completely gone and I forgot about it, but recently I got another one, which seems to be spreading since there are 5-6 extremely small, developing ones around it.
could it be an STD? I've only had sex once, which was at LEAST 3 months before any outbreak. I also have no way to visit a doctor any time soon.

It is most likely that the bumps all three of you are describing are sebaceous glands of hair follicles on the scrotum and lower penile shaft. They are normal and harmless. You'll most likely see hair growing from them (if not now, then soon!).
