After my three year old son urinated, I noticed a sticky film over the tip of his penis. I've never noticed this before and didn't know whether this is normal.
It is possibly what is commonly referred to as pre-cum.

This gland that secrets it may be forming or finally developing (obviously not to maturity, but to a stage of activity) and has begun to excrete the fluid.

Overall, I would get it checked at the next appointment you have with your toddlers doctor, but aside from that I wouldnt worry about it.

Again, I am no expert, but I have had 4 kids and 2 have had this happen :-)

First, one question: Is the sticky film over the penis clear (or cloudy like semen) or is it yellow? If the sticky film is clear it might not be anything serious. However if this is not the case, and if the sticky film is yellow then this can be a sign of an infection and in a three year old this is not something to put on hold. He may be a little too young but sometimes there is a chance of urinary tract infection. Is he complaining of any pain in genital area?

Having a opinion from a pediatrician can ease your mind the best. It’s important for the child not to be afraid of these things.
