Mastubate will not cause gential warts.  It is an STD.  If you have not had sex then it is extremely unlikely that is what you see.

Without an exam we can only guess as to what you see.  It may be a sebaceous cyst, they are common on the genitals, basically the oil glands in your skin become pronounced.  They are more noticeable becasue the skin on the genitals is very thin.

You'll need a doctor to evaluate what you see for an exact diagnosis.
