I am an African-American with PR. I was diagnosed a month ago and it has gotten progressively worse. I'd like to try the tanning option but don't want to permanently marr my skin with dark spots. How will the UV light work with my skin type?

How well UV light works on your skin depends on how dark your skin is.  Individuals with vary dark skin as in some blacks often have a vitamin D deficiency.  Vitamin D is made in the blood from cholesterol.  When UV shines on your skin during the day, the cholesterol is converted into vitamin D.  Darker skin can not absorb the UV wavelengths as well as skin that is lighter.  Tanning has been demonstrated to be very damaging to the skin and can permanently mar the skin if not done properly.  I'm not an advocate of tanning at all.  You also need to consider the cost.  Tanning can be very expensive.  Can you alter your diet or perhaps take some natural supplement to help with your situation?  I suggest you talk with your doctor to see if there is another solution to your problem.  Try doing a search on the Internet for natural remedies for PR and see if there isn't something out there for you.
