when my bellend is dry and it gets touched in is quite painful also there is a red line that goes up to my bellend under my penis and is connected to my penis this stops the foreskin going back over the bellend and t only goes back a little bit during erection. i am 14 and have just discovered this

I assume that you're asking what this red line is that runs under your glans and keeps the foreskin from retracting.

The term for the connective strip, that appears to be too tight for you, is frenulum.

You can try looking that up as well.

But ultimately, if you decide to do anything about this minor problem, you'll need to see a urologist. He specializes in variations and problems of the genitals and urinary tract.

You are blessed with an erogenous, highly-innervated foreskin. Many unforeskinned guys would envy your foreskin. You display great wisdom in wanting to avoid circumcision. Do not be worried.
The attachment you see is called the frenulum. It is normal and supposed to be there. The frenulum is highly innervated and serves to limit the retraction of the foreskin.
The stretching of the frenulum during sex helps to trigger orgasm.
Be careful not to pull your foreskin back too forcefully or you may tear your frenulum.

If you think your frenulum is too short, then you may stretch it to make your foreskin go back more.
