Breast development in teenagers isn't too early. I was already wearing a 34 size bra in the third grade at afe 8 and a 44 size bra in the sixth grade at age 11. I was the first in my class to have to wear a bra when the rest of my classmates and older girls ahead of me were still flat chested. I went up to a size 46 breast size in my early teens.
