Did I hit puberty 2 years ago, stop, and just started to continue developing again now?

Hello, I have a few questions that have been wandering around my mind since some time. I don't know if I have hit puberty yet but I have had pubes since I was about 11 years old, I am now 13. However for those 2 entire years I had no other signs of other hair or puberty signs had appeared until like 3 months ago where I got a very little bit of armpit hair and acne (So if anyone could help me know why nothing happened for those 2 years, I will be very thankful). As well as I got my first ejaculation but I don't think it was spermatozoide, it looked more like semen, it wasn't completely clear but wasn't completely white either. I have very little leg hair that can be noticable. I am getting a bit taller but not extremely growing. My voice isn't deepening and my penis and balls are just a little bit bigger than before. My penis is about 3-4.5 inches when hard and 2.5-3.5 when normal. So have I began puberty or not yet? Did I hit puberty 2 years ago and then just stop for those years and continue the developement later?
