Its called fordyce's, tons of people have them. Its not a big deal at all, I have had them since I was 13 and I have had lots of sexual partners who don't mind them at all. Just do some research and you'll find out more.

"I am a virigin but have recieved oral sex ONCE but even then i did not really notice any bumps untill at least 7 months."
Contrary to the urban legends stating otherwise, you indeed can get HSV 1 (the type of herpes that typically results in cold sores) on your genitals. In this case, it's not suddenly HSV 2 (the dreaded REAL genital herpes we hear so much of), but HSV 1 of the genitals. Sure, it don't look or feel any better, but hey at least you can say you don't got the BAD herpes. Herpes, unless you're one of those atypical presenters, will always progress into open sores which will hurt a lot then crust over and disappear. Bumps that remain the same and never turn into sores are not herpes.
But...
It definitely can be HPV. How? Say the girl or guy who gives or gets oral has an oral HPV infection they don't know about or can't see. If this is the case then once there is physical contact with the infected area you can pick up the infection yourself on your genitals. HPV that shows as bumps are not the cancer causing types, and are known as "low risk". In any case, the virus will usually be dealt with by the immune system within 6 mos. to 2 yrs at which time you shouldn't have any future bumps showing up. You can, instead, opt to have the HPV bumps surgically removed or frozen off at the dermatologist's office. HPV will stay with you forever, so you'll always potentially be infectious, so wear a condom from now on.
HPV is thought to be the common cold of STIs since somewhere around 70-80% of people will be exposed to it by the time they hit their 3rd sex partner. Most strains of HPV do not show any symptoms and people trade it back and forth all the time without knowing. Once you're infected, you're immune to reinfection by the same partner, but not by infection from future partners, so be careful or you may find yourself carrying around multiple strains of HPV.
Go to the local Planned Parenthood and get tested for STIs. While there is no current HPV test for men, visual inspection will be enough for any trained professional to diagnose you accurately.

Ok I was kinda born with herpes. Mine don't look like the images you've provided, granted im a female but still. mine are just a ton of lil white bumps on teh inside of the skin. but idk for sure that i do positivly have em or not, but thats a high possiblility for me. but i'd get that stuff checked. take some valacyclovir. if it feels better then i guess its herepes.
