since you have this problem and you have decided to do something about it i think it would be best to consult your GP (general practitioner) and ask him about his opinion. I am sure that he is aware which surgeons are best and he can tell you what is the best solution for you. also you are probably aware of the fact that insurance doesn't cover cosmetic surgery!
so if you have been born with the deformity (labia minora and labia majora) there is a big chance that your insurance will cover at least half of the surgery but if this is just a cosmetic filing than you will have to pay by yourself.
