Masturbation is a normal thing for a guy of your age to do so you shouldn't be worried, also at you age you still have alot of time left to grow ( about 8 years ) so you shouldnt worry about your height.

you'r just 13.it's puberty time.you will still growing till about 23 or 24 so don't worry about your height ok.
