I have a hole through the skin on the left side of my penis. It's on the circumcision ring, and is a small thin flap of skin, kind of resembling a bridge as it is attached on both sides. If I pull on it, I can easily see through to the other side.
Diagram is an exaggeration, but that is essentially what it is.
I haven't been able to find thorough information on this, but what I believe it to be is either a skin tag due to circumcision or a skin bridge.

Is it painful?
Not really, it get's tighter when there is an erection. However I do feel some discomfort if it were to be rubbed/rolled in some way. I'm a virgin, but I would assume if I were to have intercourse, that the friction would cause it to roll back and fourth on itself and become irritated. Granted that would be without using a condom, but still.
