My foreskin is loose enough to retract over the head but once nearly over the bottom part of the head it folds over and gets stuck, I don't know if it is a build up of segma or if it is still connected somehow just want to know how to get my foreskin over the head. I am 13, 5 inches when erect.

It's actually normal for you not to be able to retract your foreskin fully - until you're about 16.
Just keep stretching your foreskin. You can get an erection and pull down on the shaft skin OR use your fingers to spread the opening. You don't have to hurt yourself but it can be uncomfortable.

Thanks, wasn't sure about that. Not saying I would but having sex with your foreskin only being able to reach that far back would tear it wouldn't it?

It may not tear, but it may roll back. That can present other problems if it get stuck - like a trip to the hospital. That would be paraphimosis and is a medical emergency.
Never force your foreskin back.
