Hello. Im 14 and i want to know when my balls with drop. I have little hairs around mu penis and on my balls, no armpit hair and little leg hair, i feel my balls to see if anything is wrong with me. And i feel little ovals in there and they move about. Is it normal to have that? And my voice is still high and everyone elses is really deep, any help will be great thanks.

"Balls dropped" is just a saying. Really. Your testicles SHOULD drop around birth. You say you can feel both of them.
You're normal. You have pubic hair. Armpit hair often comes later, even around 15-16 or so. We ALL develop differently and at different rates and times. Don't compare yourself to anyone else. Your voice will change soon enough.
It is normal for your testicles to move around too.

It sounds like your puberty is delayed.
With not having any pubic hair or probably any other changes associated with puberty it's understandable nothing comes out when you masturbate you just haven't reached the point in puberty where you are able to ejaculate.
Seeing your doctor is worth considering your doctor can decide if there is a need to do something to help start your puberty.
Delayed puberty is pretty common and hopefully all you need is more time to grow and develop but seeing your doctor will put your mind at ease and let you know if there is any cause for concern.
Have you had any changes take place in the last couple of years like a bit of a growth spurt or has your testicles started to get bigger, have you started getting some light colored pubic hair?
Compared to your friends and classmates are you much smaller than most and underdeveloped compered to most guys your age?
