Well it all started when I was talking if I should start masterbating (I'm 13 almost 14) and I have noticed this skin like thing attached to the tip of the head where urination comes out it connects to the skin I can get the skin past the head but not all the way down to the base or even 3/4 and I'm concerned about it if someone could give me advice I woutdoor highly appreciate it

If it is on the underside of your penis it is a skin bridge like under your tongue its call the frenulum.
It can take a longtime to stretch it so it lets your foreskin retract all the way.
You have to be careful you don't hurt yourself or tear it when you try to pull your foreskin back.

So do I slowly gradually pull my skin back and if I do need surgent will it be a circumcision or will they just remove the frenulum

Its on the inside of the foreskin and it is a lump in the skin and Ithe looks like it is going in to the penis it's when I retract my penis I can see the vein. I'm just wondering if there is a vein that is connected to the penis from the foreskin because it like stops on the side or if I get the frenulum removed will that not be a problem ??

You probably wouldn't need to have it removed with being able to retract your foreskin it might just take time to stretch it.
At your next doctor appointment it would be worth having it looked at you could also ask your parents to make you an appointment and get it checked out.

I have already told my dad he said he will look at it and it's not on the frenulum or under its like 90 degreyes on the other side of the penis you xan see it when it's nor retract but more when it on retracted
