Hi, if your grandson is 13 he will be around the age that most boys start puberty, often there are no signs as the body goes through many changes some that are not even noticed.
If he has started to grow hairs on his scrotum then all is well and as everyone is different we all go through the different stages at different times and can continue to around 17 to 18, his testicles will have dropped at birth not at the start of puberty like most people think, they just enlarge during puberty.
Being not circumsised will not make any difference during puberty but he will need to be taught how to pull his foreskin back and how to keep the glands clean every time he showers.

It is normal to have a smaller penis at your age you probably noticed that your not the only one in your class that is a little smaller. The peach fuzz confirms that you are just starting puberty and it's normal that you can't ejaculate early in puberty.

You should start ejaculating fairly soon. When did you start getting hair in your pubic area? Also have you noticed any clear slippery liquid come out of your penis while you are sleeping or if you get an erection.?

Hi guest, your developing fine for your age and a lot further advanced to some others your age, ejaculation usually happens around the ages of 13 to 14 and for an odd few as late as 16. Just be patient and if will happen as there are a lot of different stages to puberty some we notice some we don't and everyone goes through the different stages at different times.
