You are only 13 and in the early stages of puberty but from what you have said you have defiantly started puberty.
You have lots of growth and development ahead of you and it will definitely happen how long it takes and what the end result will be is hard to predict as everyone grows and develops at different rates and times.
Your size for 13 is pretty close to what is considered average for your age and it will certainly grow, your balls should have dropped when you were very young so as long as they are both in your sac and just don’t hang down there is no need to worry because as they grow and become heavier they will start to hang lower. If they are not in your sac and seem to still be up inside you then you should get into see your doctor.
So it would be a good idea to check to make sure you can feel both testicles in your sac just to make sure everything is okay.
The problem with your foreskin can be helped by gently pulling and holding it back for short periods of time I have heard doing it in a warm bath works well and if you search foreskin stretching you can find could information on how to safely do it.
Being 13 and not able to cum is a common thing among guys your age and when you reach the point in your development that you are producing sperm it will happen.
